Why PGD-WASH?
The rural Water, Sanitation, and Hygiene (WASH) sector has been changing since last two decades, especially after the 1990s in India. The traditional, state (supply) driven designs of WASH interventions and practices by public agencies have been replaced by newer forms of partnerships due to a push to reform the sectoral practices. This push also provided space to design and experiment with innovative strategies and facilitated active engagement of non-state actors, both, the civil society organizations as well as the private sector agencies in the WASH sector. A plethora of organizations have emerged in last couple of decades serving various communities in diverse socio-environmental contexts. These developments have posed a new demand for WASH professionals in this rapidly growing sector implying the need for trained human resources specifically trained in the WASH specific knowledge and skills.
While WASH issues are highly interconnected, the development of programs and solutions to WASH problems seem to be evolved in a siloed manner. Moreover, the interdisciplinary nature of the problems has been grossly neglected in the WASH interventions, often resulting in unsustainable source, unstable institutions, and defunct water supply schemes or poor uptake and use of the toilets. Also, there has been tremendous emphasis on community participation in the WASH programs with a particular focus on behavioural change communication, selective application of IEC methods to isolated problems have yielded limited success. Thus, the situation and experience hitherto call for a more interdisciplinary and integrated approach towards WASH education.
Thus, the core objectives of the PGD in Rural WASH aims at facilitating development of WASH-Professionals, that would:
Have sector specific but grounded knowledge and skills to play a practitioners’ role
Have the social and environmental sensitivities in their problem-solving approach
Possess the entrepreneurial skills to effectively function in the dynamic WASH sector
To yield an improved understanding of WASH interventions in a variety of settings and contexts, including low-income countries and humanitarian emergencies.
This Diploma has been jointly designed by UNICEF and TISS. UNICEF works in more than 190 countries around the world to improve water supplies and sanitation facilities in schools and communities, and to promote safe hygiene practices. It sponsors a wide range of activities and work with many partners, including families, communities, governments and like-minded organisations. In emergencies it provides urgent relief to communities and nations threatened by disrupted water supplies and disease.
